Water and Sanitation

PURPOSE

The purpose and function of the department are to ensure that residents and visitors of the City of Ekurhuleni enjoys the right to the following, in line with section 24 of the Constitution:

  • an environment that is not harmful to their health or well-being;
  • have the environment protected for the benefit of present and future generations.

In pursuit of this constitutional obligation, the department has developed several bylaws, policies, programmes, and plans to achieve an environmental management framework that outlines a coherent ultimate goal of “Sustainable Natural Resource Management”. 

To manage and ensure that this purpose is served to the residents and visitors of the City, an organisational structure was established and approved by the council that outlines how departmental activities are directed to achieve the environmental goals enshrined in the bill of rights. The department is led by the head of department and supported by five divisional heads, each with its own specialty and responsibilities.

Faith Mabindisa
Office of The HoD

Faith Wotshela is the head in charge of shaping the department's overall business strategy and setting performance standards that ensure seamless delivery of quality and predictable services to the residents and visitors of Ekurhuleni. The head of department is supported by five divisional heads to ensure effective running of the department.

Strategic Planning, Legislative and Monitoring Compliance
Strategic Planning

This division is responsible for overseeing and facilitating the provision of corporate planning and performance management services. It is also responsible for co-ordinating the City’s climate change preparedness and adaptation to minimise and build resilience against the effects of climate change. It further facilitates and creates environmental awareness aimed at changing the behaviour of communities towards the environment.

Parks and Cemeteries

Developing and maintaining the City’s assets, ie cemeteries, conservation areas, pavements, and all trees on council property fall squarely in this division’s portfolio. It is also responsible for the development of parks and cemeteries, operational delivery of lakes, parks, cemeteries and crematoriums, nature reserves, nurseries as well as event management and marketing.

Compliance

The Compliance Division is responsible for: Creating a legal framework for oversight in terms of monitoring compliance and enforcement with laws, regulations, and policies for protecting and enhancing the natural environment within the City of Ekurhuleni. Screening, assessing and commenting on land use development projects within CoE in accordance with the environmental impact assessment regulations.

This division is responsible for capital programme delivery, from conceptual design, detail design, construction, and project management of new infrastructure. It provides a framework for best practices on projects and contract management by developing instruments to monitor and reporting throughout the project life-cycle.

Waste Management
Waste Management

The division is responsible for all the activities and actions required to manage waste from its inception to its final disposal. This includes, amongst other things, collection, transport, treatment, and disposal of waste. Part two of this division is landfill and the managing of solid waste disposal sites as resources, promoting sustainable, environmentally sound, and cost-effective practices through an integrated system
